To any residents thinking of voting for Zach Scott for Sheriff in 2012 may want to think again. Zach Scott is more concerned with having his face on TV than taking care of the abuse to inmates going on in the Franklin County Jail.
Lawsuits against the Sheriffs Department is costing the citizens of Franklin County millions in wasted tax dollars.
A current suit against the Franklin County Sheriffs office is just one of many serious abuses going on in the Sheriffs office. A man was forced to lie in URINE AND FECES for days without being able to shower. A quick records request showed over 6440 Six thousand four hundred forty waste water and sewage backups in the Jackson Pike Facility only. This includes all areas of the jail including the kitchen area. When asked what their procedure was to clean this serious disease potential mess up " WE DON'T HAVE ANY"....
Another case is one also of disgust. An inmate has words with a guard while handcuffed. The Deputy beat the man unconscious and on his report said " The inmate tried to attack me" After an investigation and viewing of the video tapes the Sheriffs office confirmed the inmate never tried to attack the guard and it was a lie. The Deputy should have been fired but the Sheriff justified keeping the Deputy saying " This was his first incident"....
The current lawsuit regarding Feces and Urine should have been settled immediately, The family has suffered enough, The man has recently been Disabled by Social Security with Severe Post Traumatic Stress Disorder ( AGAIN THE TAXPAYER IS PAYING THAT BILL ALSO). The diseases the inmates are susceptible to is alarming and the current Sheriff thinks this is OK. The medical staff at the Sheriffs office refuse many times to get inmates to the medical facility when requested. The medical staff is lazy and incompetent....
The Sheriff by law is required to provide the inmates with basic hygiene products, Many times they refuse to give toothbrushes and other basics. This is uncalled for and illegal. The Sheriff Zach Scott supports this abuse and was " Groomed" by the late Sheriff Jim Karnes who also supported this disgusting activity's. The taxpayers are paying millions and hundreds of wasted legal hours defending cases by the Franklin County Prosecuting attorney they shouldn't have to. Below are links to story's that should alarm the residents of Franklin County. The Sheriff Department of Franklin County has long needed a complete cleanup. Will this be done with the 2012 Franklin County Sheriffs Election?

Michael Herrell a Franklin County Sheriff retired employee has thrown his hat into the ring for Franklin County Sheriff 2012. One important part of being a Sheriff is honesty and a concern for the public as well as the Civil Rights of inmates. We have sent the current story to Michael Harrell regarding the inmate who was refused medical attention, Forced to lay in Urine and Feces as well as the jail log showing the waste water and sewage backups in the jail which could be potentially deadly. We are awaiting his answers.
We also asked the question to Mr. Harrell ... Should a Deputy be fired for beating an inmate and then lying on their reports.??????
We will be covering quite a bit in the next few months on this story and hope for an answer from Mr. Harrell soon.

QUESTION
If the Sheriffs department did indeed not allow a man not to shower for days after being exposed to raw sewage on his body from head to toe and refused medical attention should the County take responsibility and should the facility be fixed to stop this serious problem?
ANSWER
All inmates are to be kept in a sanitary environment. Inmates are to be afforded showers daily. Inmates are not to be refused medical treatment. Yes, supervision is to make sure inmates are kept clean. Yes, this should be corrected if this is occurring.
QUESTION
Do you support inmates being refused basic necessities like tooth brush and toothpaste?
ANSWER
Inmates should be given a toothbrush, toothpaste, linens and other items upon admission to the jail.
IF YOU READ THE KRUTKO CASE ABOVE THIS MAN WAS FORCED TO LIE IN URINE AND FECES FOR DAYS WITH NO SHOWER. WE DID SPEAK TO ALOT OF INMATES AND BASIC NECESSITIES ARE REFUSED AND NOT GIVEN TO INMATES DAILY.
THE COUNTY IS DEFENDING A LAWSUIT KNOWING THEY ARE CLEARLY IN THE WRONG. THIS IS COSTING TAXPAYERS TONS OF MONEY FOR LITIGATION THEY KNOW IS CLEARLY WRONG. THEY SHOULD SPEND THAT TIME AND MONEY CLEANING UP THE DISGUSTING CONDITIONS INSTEAD OF MAKING A FAMILY SUFFER MORE.

Obviously if you think doing a good job means allowing inmates to be abused and violating their civil rights I would have to say our Sheriff is a great guy (NOT)
If your going to write a blog and put people down because of misspelled words maybe you should read your own blog...

And before you waste any more readers time let the facts sum it up...
The Franklin County Jail is being run by Deputy's who call the shots not the Sheriff...
1- Inmates are being refused medical attention daily- Illegal
2- Inmates are not getting basic necessities required by law- Toothbrushes-etc.-ILLEGAL
3- Jail is overflowing with raw sewage over 1200 times a year just at the Jackson Pike Facility putting inmates and guards in harms way with serious disease possibilities.-DISGUSTING
4- Inmates are not getting proper recreation time- DISGUSTING
The law I believe requires 1 or 2 times a week. I know of inmates there 3 months and longer that saw rec time once for maybe a half hour.
5- Inmates are not getting haircuts when requested-DISGUSTING
6- Deputy's are required to give inmates call cards when requested. This allows for inmates to request a number of services including medical, Deputy's will throw 2 in a cell of 40 plus inmates when many more need them. This is to get inmates fighting. These sheets are only 1 page when they should be triplicate copies so the inmates could have a copy also. The reason there not is because Deputies throw many of them away, hence no proof when an inmate complains.
7- The Medical staff at these locations are beyond pathetic, and turn their heads when inmates are abused.
The Sheriff should be making numerous visits to the jail to see whats going on but doesn't. They don't because they know of the disgusting situations going on and Civil Rights being violated.
The Sheriff should do many surprise visits a month on all shifts....
2 small hotel size bar soap are put into a cell every day or two where 30-40 inmates are housed. This again is pathetic when inmates should be cleaning up daily.
RICK MINRED ALSO SAYS PEOPLE DON'T PUT THEIR NAMES TO POSTS. I WILL SAY THAT IF THE SHERIFF HAD ANY KAHUNAS LET HIM SEND A POST TO MY BLOG DENYING ANY OF THIS IS HAPPENING. I HAVE NO PROBLEM TELLING THE SHERIFF HE SHOULD BE MORE CONCERNED WITH THE ABOVE SERIOUS PROBLEMS IVE LISTED RATHER THAN TRYING TO CUT BACK ON INMATES FOOD FOR HIS BUDGET.

It's sad to say the Franklin County Commissioners including John O'Grady have been aware of this serious problem for a while and hasn't done a damn thing about it.
